Bei der letzten Weltklimakonferenz im November 2022 in Ägypten standen drei Themen besonders im Fokus internationaler Aushandlungen: Die Erschließung neuer Energiequellen für den Energiebedarf des Nordens, die Finanzierung von Klimainfrastruktur sowie der Kompensation von Klimaschäden im Globalen Süden.

Die deutsche Bundesregierung bemüht sich seit Jahren in diversen Ländern, neue Energiequellen zu erschließen. In afrikanischen Ländern stehen beispielsweise Senegal (Erdgas) oder Namibia (Wasserstoff) im Fokus. Insbesondere die Erdgasförderung wird von der Klimabewegung vehement abgelehnt, aber auch die Wasserstoffförderung steht unter anderem wegen fehlender Energiegerechtigkeit in der Kritik. Gleichzeitig plädieren entwicklungspolitische Organisationen für das Recht afrikanischer Länder, ihre eigenen Ressourcen fördern und damit dringend nötige Devisen verdienen zu können.

Hinsichtlich der Finanzierung der Entschädigung von Klimafolgen und von Klimainfrastruktur im Globalen Süden ist unbestritten, dass es beides braucht. Allerdings ist deren Ausgestaltung umkämpft. Die Entschädigungen werden bei weitem als zu gering eingestuft und die Finanzierung der Infrastruktur durch private Gelder – stark unterstützt auch von deutschen Institutionenführe unter anderem zur Privatisierung öffentlicher Güter und erhöhe die Gefahr staatlicher Verschuldung.

Diese und weitere Themen wollen wir mit unserem Gast Gyekye Tanoh vom Third World Network (TWN) Ghana diskutieren. Neben seiner Arbeit für das TWN ist Gyekye Tanoh Berater für unterschiedliche UN-Organisationen und klimapolitischer Aktivist.

At the last world climate conference in Egypt in November 2022, three topics were the focus of international negotiations:

The development of new energy sources to meet the energy needs of the North, the financing of climate infrastructure, and compensation for climate damage in the Global South.

The German government has been working for years in various countries to develop new energy sources. In African countries, for example, the focus is on Senegal (natural gas) or Namibia (hydrogen). Natural gas production in particular is vehemently opposed by the climate movement, but hydrogen production is also criticized for a lack of energy justice, among other things. W tym samym czasie, development policy organizations argue for the right of African countries to extract their own resources and thus earn urgently needed foreign currency.

With regard to the financing of compensation for climate impacts and climate infrastructure in the Global South, it is undisputed that both are needed. Jednakże, their design is contested. Compensation is considered to be far too low, and the financing of infrastructure through private fundsstrongly supported also by German institutionsleads, among other things, to the privatization of public goods and increases the risk of public debt.

We want to discuss these and other topics with our guest Gyekye Tanoh from the Third World Network (TWN) Ghana. In addition to his work for TWN, Gyekye Tanoh is a consultant for various UN organizations and a climate policy activist.
